Are paddlers flying under Transport Canada's radar?

It seems Transport Canada and Canoeist don't always see eye to eye and this is another great example of what seems good on paper doesn't always translate to real world practicality. 

Transport Canada spokesperson Melanie Quesnel explains "Flying a canoe externally is prohibited without a permit" but Al Pace of Canoe North Adventures tells us "meaningful regulation and enforcement are a long way off."
